On March 16, the Advanced Coal Gasification Energy Saving Technology Promotion and Implementation Plan issued by the Ministry of Industry and Information Technology proposed that in the five years (2011 to 2015), select about 19 large and medium-sized synthetic ammonia and other coal chemical products using coal as raw materials. The enterprise will carry out technological transformation to form a certain scale of coal gasification capacity with advanced coal gasification technology as its leading force, and strive to replace the 7.8 million tons of atmospheric pressure fixed bed coal gasification capacity, thus saving 1.71 million tons of standard coal annually. This means that the state will once again explicitly phase out and limit the intermittent fixed bed coal gasification technology that does not meet the national requirements for energy conservation and consumption reduction.

For this promotion plan, how does the chemical fertilizer company reflect? The reporter made a survey of some of the Shanxi nitrogen fertilizer companies that use atmospheric fixed bed coal gasifiers.

Take Shanxi Jincheng City as an example. At present, the urea production of 11 urea production enterprises in Jincheng City in 2011 was 4.348 million tons, accounting for 10.87% of the country's total output. However, reporters saw a lot of small gasifiers in Jincheng's fertilizer companies. It is understood that these projects still use fixed-bed batch gasifiers (UGI furnaces) that are being phased out by the country. In recent years, foreign countries have mainly developed large-scale gasification technologies such as fluidized beds and entrained flow beds.

According to experts, fixed beds are distinguished from entrained and fluidized beds. At present, not only Shanxi Province, the country's annual production capacity of ammoniacal fixed-bed gasification technology totals 30 million tons, accounting for 70% of the ammonia alcohol production capacity of raw materials, and still occupies a dominant position among domestic fertilizer companies. This furnace uses block-shaped anthracite or coke as raw materials, and air and steam as gasification agents to produce synthetic raw gas or fuel gas at normal pressure. Although the technology is mature, equipment is simple, and the investment is small at one time, the raw material requirements are relatively high, the energy consumption per unit product is relatively high, and the concentration of harmful substances in the discharged sewage is high. Currently, it is already an outdated technology that is eliminated and restricted by the state.

For the national phase-out and limited intermittent fixed-bed coal gasification furnaces, Jincheng fertilizer companies generally report that it is still relatively difficult to eliminate atmospheric fixed-bed gasifiers.

First, investment in new technology equipment is too large. Companies reflect that new technologies are often synonymous with high prices. After a new technology emerges, its price is often very expensive, and after this period of “freshness”, its price will be greatly reduced. Existing atmospheric fixed-bed coal gasifiers need advanced capital investment to carry out advanced coal gasification technology reforms. Such as an annual output of 180,000 tons of synthetic ammonia, 300,000 tons of urea project, select the traditional UGI furnace only 100 million yuan investment, and the use of foreign technology and equipment investment will require 500 million yuan. Most companies, especially small and medium-sized enterprises, cannot afford to invest hundreds of millions of dollars. These enterprises urgently need a coal gasification technology with little investment and advanced technology to carry out transformation so as to realize the localization of raw coal to promote the clean and efficient use of coal in China.

The second is that the recognition of new technologies will take some time. Some companies stated that new technologies must mature through years of experience. The application of coal gasification technology also requires an understanding process. In recent years, although China has introduced shell coal gasification technology, Texaco coal gasification technology, GSP coal gasification technology, and other domestic advanced coal gasification technologies with independent intellectual property rights, such as space furnace technology, multi-nozzle coal-water slurry gasification technology And so on, a certain number of industrialized installations have also been built, and dozens of gasifiers have been put into practical operation, with the conditions for comprehensive promotion. However, many companies still say that some technologies do have problems when they are converted into productivity. Therefore, they need to further observe that they will not blindly invest funds.

Third, the promotion of new technology industrialization is relatively slow. In the 1980s, China began to introduce foreign coal gasification technologies. It has been relying on imports for many years, and domestic companies have paid high technology and patent fees for this purpose. The company stated that although at least 10 kinds of good technologies with independent intellectual property rights have been developed in the country, due to the constraints of the maturity of coal gasification technologies, coal gasification technologies are being used in large scale and built to meet the development needs of large-scale coal chemical projects. Large-scale, commercial demonstration devices still need at least 5 years. In addition, to have the conditions for large-scale promotion, it is also necessary to establish a government promotion mechanism. To actively promote coal gasification technology with independent intellectual property rights, we must step up the development and construction of a number of coal gasification demonstration devices.

For the above-mentioned reflections and suggestions of the enterprise, the “Advanced Coal Gasification Energy Saving Technology Promotion and Implementation Plan” has already been answered. If it is proposed to adhere to the four basic principles: adhere to the principal principle of the enterprise, mobilize the enthusiasm of enterprises to independently implement demonstration and technological transformation of energy-saving technologies, promote the application of advanced coal gasification and energy-saving technologies in the coal chemical industry such as synthetic ammonia, and adhere to the overall promotion and annual implementation. The principle of integration ensures that advanced coal gasification technologies are promoted in an orderly manner in the coal chemical industry such as ammonia synthesis; the principle of equal replacement of new production capacity and elimination of backward production capacity is adhered to, and coal chemical enterprises such as synthetic ammonia are encouraged to adopt advanced coal gasification technologies for transformation. Eliminate backward technologies; adhere to the principle of adapting to local conditions.

In addition, the program also proposes four supporting measures: If we want to change the status of China's heavy reliance on traditional UGI furnaces and upgrade our coal gasification technology, we must establish a government promotion mechanism to formulate incentives and promotion policies; and actively implement the enterprises that have already been promoted by the country. The various fiscal and tax incentives for energy conservation and emission reduction will increase support for the existing atmospheric fixed bed coal gasification plant and related technological transformation. The coal gas industry such as synthetic ammonia will use advanced coal gasification technology instead of atmospheric pressure fixation. Gasification technology companies give priority support.

In response, many companies in Shanxi told reporters that the introduction of supporting measures for the national policy has enabled chemical fertilizer companies to have confidence in advanced coal gasification and energy-saving technologies.
