New directions for the development of automobiles are the focus of new energy development

The "2010 China Automotive Industry Development International Forum" was closed on September 5 in Tianjin. The forum is known as the "Davos of the automotive industry," and most of the participants are government officials, industry experts and high-level automotive companies. From the discussion topics and speeches of the meeting, we can easily see the future policy signals and development direction of China's auto industry.

With regard to the issue of the "12th Five-Year Plan," relevant experts in the automotive industry have already put forward their opinions and suggestions. The Ministry of Industry and Information Technology commissioned the Automobile Industry Association to carry out the research work formulated in the “12th Five-Year Plan”, and the Automobile Industry Association also formulated the first draft. Dong Yang, secretary-general of the China Association of Automobile Manufacturers, stated that “in the past, planning and formulation were made by a government authority, and how much was planned and how much auto companies could produce. Now this situation absolutely does not exist.”

In response, Zhang Xiaojun, executive vice president of the China Federation of Machinery Industry, also stated that “the 12th Five-Year Plan can never be formulated as before. Although several previous five-year plans focused on production and sales planning, they were Jokes, now can not make such a joke." At the same time, Zhang Xiaojun also said that "the next decade will be the transformation and upgrading of China's auto industry, to achieve the goal of moving from a manufacturing power to an industrial power."

Electric vehicle development strategy

Wan Gang, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and Minister of Science and Technology, said at the forum that after ten years of development, China's electric vehicles have entered the stage of industrialization from the R&D stage. At the same time, the technical route of electric vehicles has also been basically determined, namely: hybrid vehicles will become the main direction of the transformation and upgrading of traditional automotive energy-saving technologies. Pure electric vehicles, including plug-in vehicles, will become the mainstream of the recent development strategy. Fuel cell vehicles will become The commanding heights of the future.

In the field of vehicle technology for electric vehicles, China has established a proprietary hybrid, pure electric, fuel cell, and power system technology platform with independent intellectual property rights, applicable to China's public transportation and private vehicle markets, and mastered the integrated vehicle technology. In terms of electric vehicle technology, it is close to the international advanced level and some indicators have certain advantages.

Wan Gang also disclosed at the forum that China’s draft electric vehicle development plan has been formulated and the country will support the development of electric vehicles from seven aspects, including increasing charging facilities, infrastructure technological innovation and accelerating infrastructure construction, and accelerating technical standards. Research, improve the standard system; continue to deepen international technology exchanges and cooperation, and promote the internationalization of electric vehicles.

According to Zhang Shulin, deputy director of the Automobile Industry Department of the former Ministry of Machinery Industry and executive vice president and secretary-general of the former China Automobile Association, “The New Energy Vehicle Industry Planning is being revised, and the Ministry of Industry and Information Technology is seeking the final revision of opinions from all sides. Follow me The degree of understanding should be able to be basically formed in the past one to two months."

Wu Haijun, Director of the Department of Economic Development of the Ministry of Finance, also said in his speech that the Ministry of Finance will support the development of new energy vehicles. “The main idea is combined with fuel consumption standards, and financial subsidy measures are adopted to promote them. When subsidies are directly sold by enterprises, they are paid to consumers in order to substantially increase the market share of energy-saving vehicles in automobile consumption. When the promotion of energy-saving vehicles reaches a certain percentage, Depending on the level of fuel consumption, the threshold for entry will be further increased to guide vehicle consumption into a virtuous cycle of development."

Resolutely curbing excess vehicle capacity

Chen Bin, Director of the Industry Coordination Department of the National Development and Reform Commission, spoke at the forum focusing on the risk of overcapacity in the automotive industry. “At present, domestic automobile production capacity can basically meet the market demand, but by the end of the 12th Five-Year Plan period, there will be a serious excess of vehicle production capacity.” At the same time, he also analyzed the reasons: “The local government has become the promoter of the rapid expansion of automobile production capacity.” Chen Bin Said that the country will carry out macro-control on the vehicle's production capacity, and does not allow the local government's fiscal, taxation, land, and other preferential policies for the company to increase production capacity. "Resolutely curbing excess capacity in the automotive industry. According to the survey, by the end of 2015, the automotive companies planned to produce 31.24 million vehicles."
