Hao Zhiyi, deputy director of the Hangzhou Economic Committee, introduced that according to the plan, the city will build a promotion model of “battery leasing, vehicle leasing and vehicle sales combined” to meet the different needs of private users.

For consumers who purchase the entire vehicle, the vehicle is plug-in hybrid, and the part with a battery capacity exceeding 10 kWh is given a subsidy of 2,000 yuan/kWh up to a maximum of 30,000 yuan; for pure electric vehicles, the battery capacity is more than 20 kW. Hangzhou also stipulates that special parking spaces for new energy vehicles will be set up and free parking will be provided; new energy vehicles will not be restricted by the single and double number restrictions on holidays.

Allowing private enterprises to participate in infrastructure

According to briefings, at present, the preliminary preparations for the Hangzhou pilot have been basically completed: signing the "Cooperative Framework Agreement for Jointly Promoting the Construction of Electric Vehicle Charging Facility Systems" with the Zhejiang Electric Power Company, and establishing the nation's first large-scale charging and recharging station; and having completed the "Hangzhou Electric "Car charging stations in the near future construction site planning" regulations. “Hangzhou will allow and encourage private enterprises to participate in the construction of supporting infrastructure.” Hao Zhiyi said that for the charging (substitution) facilities included in the plan, financial subsidies will be given according to 20% of the investment (excluding land input).
