According to Xu Birui, the goal of this year's pollutant reduction in Fujian Province is: the province's total chemical oxygen demand, ammonia nitrogen, and sulfur dioxide emissions were reduced by 1.5%, 1%, and 1.5%, respectively, compared to 2011, and nitrogen oxides were unchanged from 2011. .

He said that in terms of structural emission reduction, the province will resolutely phase out obsolete production capacity in key industries such as papermaking, tanning, printing and dyeing, chemical fiber, etc.; implement total discharge control of papermaking, printing and dyeing, chemical industry , leather, synthetic leather, and building materials, and encourage the industry. The internal restructuring will be promoted, backward production capacity will be eliminated, and the vacated discharge indicators can be directly adjusted to new projects in the industry.

In the aspect of emission reduction projects, the printing and dyeing industry should adopt new processes, new equipment, and new technologies to increase water reuse. By the end of the year, the discharge of wastewater per unit of output should be reduced by about 20%. The sewage treatment plant in the bleaching and dyeing and centralized control area should speed up the concentration of wastewater. Advanced treatment and reuse; nitrogen fertilizer manufacturing enterprises must complete tasks such as cleanup, diversion, clean production, technical recycling of process water, and improvement of ammonia recovery facilities on schedule; key industries such as chemicals, pharmaceuticals, petroleum processing, and other wastewater discharges should be implemented in batches. Advanced treatment of waste water to reduce the discharge of waste water pollutants; Petroleum refining enterprises to complete the catalyst regeneration flue gas desulfurization project of the catalytic cracking unit, heating furnace or incinerator flue gas treatment project, the comprehensive desulfurization efficiency should reach 80% or more, and at the same time improve Tail sulfur recovery process to improve sulfur recovery; coking enterprises to improve the coke oven gas desulfurization and denitrification project, hydrogen sulfide removal efficiency to reach 95%.

Xu Birui pointed out that in order to ensure the completion of the province's pollutant discharge reduction task this year, Fujian Province will strictly enforce the law and strengthen supervision and management of emission reduction work. In order to promote the automatic control of emission reduction facilities, all municipal and county sewage treatment plants and industrial parks have centralized sewage treatment plants, designed and constructed a sewage treatment plant with a processing capacity of 10,000 tons/day or more, and wastewater discharge capacity of 10,000 tons/day. The above-mentioned industrial enterprises in the chemical, paper, textile, dyeing and finishing, leather, and pharmaceutical industries must establish a centralized control system for sewage treatment (or pretreatment) facilities.
