The foundation is weak and the management level is not high. Small-scale chemical technology is backward, equipment is poor, automation is low, safety investment is low, and personnel quality is low. Most of the medium-sized chemical companies in China are mostly old companies established in the 1960s and 1980s. On January 15, a fire and explosion occurred in Boyang Chemical Co., Ltd. in Wuyi City, Jinhua City, Zhejiang Province, killing 4 people. According to the preliminary investigation, the company has not changed the production process without the proof of production safety. There are also serious problems such as the unreasonable layout of the factory and the non-explosion-proof electrical equipment in hazardous areas.
The "three violations" phenomenon is very serious. Judging from the recent accidents, the problems of incomplete regulations, illegal operations, and inadequate corporate safety management are still very prominent. Although some companies have formulated safety production rules and regulations, they have not been strictly implemented. On January 1st, a poisoning accident occurred in Taiyuan Huayuan Chemical Co., Ltd., Shanxi Province, resulting in three deaths. The main reason was that there was no circulation, no replacement cleaning and purging of operating storage tanks, and no toxic and harmful gases and oxygen content. For detection and analysis, no effective protective measures were taken and the operators illegally entered the hazardous workplaces.
Lack of safety training. At present, China's chemical companies, especially small and medium-sized chemical enterprises, have poor quality, poor safety awareness, and poor safety skills. The emergency system is not perfect, there are no emergency plans, and illegal operations are serious.
