Jiangsu Province also plans to introduce a large number of high-level innovative talents during the “Twelfth Five-Year Plan” period. Guo Liping, director of the talent department of the Organization Department of the Jiangsu Provincial Party Committee, said recently that the introduction of innovative teams will be the most important task for the “Twelfth Five-Year Plan” for talents. The government will set up talent funds and scientific research funds to support the introduction of talents.
On the 12th of this month in Zhejiang Province, the Zhejiang government held a speech on the "12th Five-Year Plan" New Year Talks in which the talent issue became the focus of the meeting. A number of private enterprise chiefs proposed to the government that during the “Twelfth Five-Year Plan” period, they should pay attention to the introduction of high-level talent at home and abroad. The province’s goal is to introduce and focus on supporting 1,000 talented leaders and high-level entrepreneurial talents over a period of 5 to 10 years, and strive for the introduction of “Thousand Talents Plans” for about 300 of them to be selected as overseas high-level talents.
Sichuan Province recently introduced the "Implementation Opinions on Accelerating the Introduction and Cultivation of High-level Leading Talents" and proposed that during the "Twelfth Five-Year Plan" period, 300 or so high-level leading talents and 50 teams will be introduced at home and abroad to face the province. Internal enterprises and institutions selected 200 or so high-level leading talents and 50 teams, and proposed 18 preferential policies from the aspects of government funding, entrepreneurship support, innovation support, living conditions, etc., to attract high-level leader-type talents for innovation and entrepreneurship.
Tianjin recently launched a high-level talent gathering project and introduced 13 preferential policies to attract high-level talents. The project plans to introduce more than 1,000 high-level leaders in scientific and technological innovation and entrepreneurship capable of breaking through key technologies, developing new and high technologies, and driving emerging disciplines and emerging industries from home and abroad during the “Twelfth Five-Year Plan” period.
It is understood that during the "11th Five-Year Plan" period, the total number of employees in enterprises in the petrochemical industry above designated size increased from 4.76 million to 6.9 million, a net increase of 2.1 million in five years. The latest statistics show that the petrochemical industry has a gap of about 500,000 skilled workers, accounting for 1/3 of the total demand for skilled personnel in the industry.
