Boiler Air Pollutant Emission Standard

To implement the "Environmental Protection Law of the People's Republic of China" and "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution," to control the discharge of pollutants from boilers, and to prevent and control atmospheric pollution, the State Environmental Protection Administration has formulated the "Emission Standard of Air Pollutants for Boilers". Implementation. The full text is as follows:

1 Scope This standard specifies the maximum allowable emission concentration of smoke, dust, sulfur dioxide, and nitrogen oxides in the flue gas of the boiler and the emission limit of the smoke blackness. This standard applies to the management of air pollutants emitted from coal-fired, oil-fired and gas-fired boilers of various capacities and uses other than pulverized coal-fired power generation boilers and single-output power boilers larger than 45.5 MW (65 t/h), and the environmental impact of construction projects. Evaluation, design, completion acceptance and discharge management after completion.

For boilers using sugar cane bagasse, sawdust, rice hulls, bark and other fuels, refer to the maximum allowable emission concentration of air pollutants from coal-fired boilers in this standard.

2 Reference Standards The following standards contain provisions that, through reference in this standard, constitute provisions of this standard. GB 3095−1996 Ambient Air Quality Standard GB 5468−9l Test Method for Boiler Dust GB/T16l57−1996 Determination of Particulates in a Fixed Source Pollutant and Sampling Method for Gaseous Pollutants 3 Definition 3.1 Standard Status Boiler flue gas at a temperature of 273 K and a pressure of 101325 Pa The state of the time, referred to as "standard state". The emission concentrations specified in this standard refer to the values in dry smoke in the standard state.

3.2 The initial emission concentration of soot refers to the smoke emission concentration from the outlet of the boiler flue gas or before entering the purification device.

3.3 Smoke emission concentration refers to the dust emission concentration of the boiler flue gas after the purification device. At the end of the boiler where the purification device is installed, the initial emission concentration of smoke is the smoke emission concentration of the boiler.

3.4 natural ventilation boiler natural ventilation is the use of the pressure difference between the inside and outside the chimney to produce different pressure, the air intake furnace to participate in combustion, the combustion products discharged to the atmosphere of a ventilation method. The natural ventilation method is adopted, and a boiler that is not mechanically ventilated by a drum or a draught fan is called a natural ventilation boiler.

3.5 Base ash received On the basis of the received coal, the ash content, also known as "base ash," is represented by "Aar."

3.6 Excess Air Ratio The ratio of the actual air consumption to the theoretical air requirement at the time of combustion of the fuel is denoted by "α".

4 Technical Contents 4.1 Application Area Classification The categories in this standard and Class II and Class III areas refer to the classified areas of the ambient air quality functional areas specified in GB3095-1996 Ambient Air Quality Standards.

The “two control areas” in this standard refers to the scope of the acid rain control area and the sulfur dioxide pollution control area demarcated in the “Approval of the State Council on Acid Rain Control Areas and Control of Sulfur Dioxide Pollution Control Areas”.

4.2 Limits of the year This standard is divided into two phases according to the years of use of the boilers, and different air pollutant discharge standards are implemented.

I period: boilers built before December 31, 2000;

Period II: The boilers built and used since January 1, 2001 (including those boilers that were not built or not in operation during the I period and boilers that need to be expanded or rebuilt in the use of boilers).

4.3 The maximum allowable emission concentration and the smoke blackness limit of the boiler dust are to be carried out according to the timetable of Table 1.
